Public Security and Safety Training

ISSEE are now running training and briefing days directly aimed at aiding those responsible for public security.

Terrorist organisations are always looking to increase their presence and influence and they turn to all and any means of attack to deliver that terror. ‘Lone Actor’ attacks within mass transit facilities or areas of public gathering are also increasingly central to the concerns of the Security Services and Police. Either method of attack or threat of attack, has the chilling effect of spreading fear among the lives of ordinary people.

It is without doubt that these attacks will continue and they will continue to vary from the simple to the very complex. In recent months there has been an increase in incidents involving the use of explosives and firearms across the world, and particularly in Europe, by terrorists causing death, injury and damage to property, which reiterates the need for operational readiness and ability to respond to such events. Governments have a duty to provide national security but is often the vigilance of ordinary public which adds significant value to this security responsibility.

Terrorism targets, like shopping centres, are increasingly secured by commercial security organisations.

Unfortunately, the Terrorist does not choose to strike at the well defended and tightly secured facilities; they target weaker areas – hotels, shopping malls, public transport hubs, banks and other areas of public congregation such as football stadia and busy shopping streets. Places which are increasingly secured, patrolled and monitored by commercial security organisations. But what counter-terrorism training do these staff have to protect your business and livelihood?

  • They are likely trained to screen access, administer first aid and control fire evacuations, but what of a terrorist attack?
  • What actions should they take when faced with a ‘suspicious package’ ?
  • How much risk is being taken by public areas and commercial business by not having specific anti-terror plans in place – and rehearsed?

Preparations and precautions need not be onerous or expensive. Formal training in the recognition of firearms and explosives; actions to take on discovering a suspicious package in the mail room or in the lobby area; setting and coordinating evacuation plans and liaison with the emergency services can all be achieved in a relatively short training period. From this formal training line-managers and security officers can deliver bespoke briefings and direction to their own business staff at their own place of work, so cutting down on the time spent at a training venue. Ideally, businesses should invest in a First Responder training package for selected senior security staff who will then have a greater degree of understanding and confidence to manage or even dismiss potential incidents, so saving time and cost of closing and evacuating areas when the threat can be been dismissed on-site, without the need to call the Emergency Services.
